Community Association Management may be considered to be a relatively new trend in Saudi Arabia, but it is one that is quickly growing in importance among both property owners and property managers.
Increasingly, one sees such associations being established around the country as entities created by the owners of a jointly owned property to manage it as per the provisions of government laws and regulations.
A Home Owners Association (HOA) has the objective of taking care of community, governance, and business aspects through carrying out, maintaining, and improving the development of the residential property and through establishing a system that governs binding covenants, conditions, restrictions, property rights, and other rules and regulations.
In March 2020, the Regulation of Ownership of Real Estate Units and its Subdivision and Management was published by the Kingdom. Issuing this law has been viewed as a unique step, having a positive impact on the regulation and promotion of Saudi Arabia’s real estate sector, particularly when it comes to the industry involved in developing real estate and the concept of strata ownership.
Moreover, as part of the Kingdom’s Vision 2030, this law has the objective of encouraging Saudi citizens to participate in jointly owned residential developments, whether as owners, residents, or both.
Home owners association management raises a unique set of challenges, and a company with expertise in this field can facilitate and advise an owners’ committee, helping them to make informed decisions on regulations, instructions, and policies. This assistance is provided in multiple areas:
- Customer service through a dedicated helpdesk that provides responses to all requests.
- Financial management services are facilitated through a dedicated HOA bank account and provide detailed financial reporting, collection of service charges, and budgeting.
- Facility management, which looks into maintaining the highest level of HSE (health, safety, and environment) through the selection and management of service providers.
- Administrative activities, including the preparation of policies for standard practice, the enforcement of community rules and government regulations, and the management of regular Board Member meetings.
- And through community enrichment initiatives like hosting community and family events and focusing on activities to enhance community engagement and satisfaction.
