Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, formally inaugurated the Barwa programme on May 13, 2025, at the Dubai Land Department headquarters.
Developed in collaboration with the Community Development Authority, Barwa is the region’s first government-led initiative dedicated to empowering senior citizens and People of Determination through tailored real estate services.
A Socially Driven Real Estate Model
Barwa offers a suite of customized property-management solutions, enabling beneficiaries to handle transactions—from leasing to title transfers—independently and with minimal travel.
Under its “Al Taresh” and “Al Karani” pillars, mobile teams conduct home visits and assign personal assistants to guide users through each step.
Deputy Prime Minister Sheikh Hamdan emphasized that Barwa “simplifies property management, protects real estate rights, and delivers services that promote peace of mind and independence”.
Human-Centred, Multichannel Service Delivery
The programme integrates digital platforms, dedicated reception lounges branded “Al Barza,” and on-site advisory centers.
This hybrid model aligns with Dubai’s Social Age nda 33 and Real Estate Strategy 2033 by ensuring equal access, preserving beneficiary dignity, and reinforcing social cohesion.
Data sharing between DLD and CDA via the “Registry of Honoured Citizens” underpins personalized support and streamlined case management.
Strategic Partnerships and Community Impact
During the launch, DLD and CDA signed cooperation agreements alongside four private real-estate firms—Harbour Real Estate, On Plan Real Estate, Al Ruwad Real Estate, and SBK Real Estate.
Service trustee centers Afnan and Al Tabou also joined, pledging ground-level assistance to the programme’s beneficiaries.
Eng. Marwan bin Ghalita, DLD Director General, noted that Barwa “reinforces our commitment to those who have contributed to the nation’s prosperity”, while CDA’s Hessa Bint Essa Buhumaid highlighted the initiative’s role in “advancing independence and social stability”.

Barwa sets a new benchmark for inclusive public services in the Middle East by merging digital innovation with compassionate outreach.
As Dubai continues to champion human-centred governance, the Barwa programme exemplifies how strategic public–private collaboration can deliver tailored solutions that uplift vulnerable segments and strengthen community bonds.
