Five Years of Building Safety and Standards: ICC MENA’s Regional Impact

The International Code Council (ICC) MENA will mark its fifth anniversary in 2025 - celebrating a transformative journey of building safety leadership and innovation across the GCC region. Since its establishment in 2020, ICC MENA has played a pivotal role in shaping the regions rapidly evolving construction landscape, offering tailored solutions that promote safety, sustainability, and resilience, stated the ICC's press release.

As the ICC’s first overseas regional office outside the United States, ICC MENA’s strategic presence in Dubai has made it a trusted partner to government entities, private sector stakeholders, and construction professionals.

Over the past five years, the ICC MENA has delivered critical resources and expertise, helping to align local practices with global safety standards while addressing the region’s unique regulatory and construction challenges.

Reflecting on ICC MENA’s impact, Regional Director of Operations Mohamed Ahmed Amer said: “ICC MENA’s mission has always been to enhance building safety while supporting the region’s rapid growth. Over the past five years, we have built strong relationships and provided innovative, sustainable solutions that address the specific needs of the MENA region. Looking ahead, we remain committed to driving safety, resilience, and innovation to shape a safer built environment for generations to come."

Key Achievements and Transformative Initiatives

Customized Solutions and Code Implementation: ICC MENA has supported local Authorities Having Jurisdiction (AHJs) and stakeholders in adapting and implementing the International Building Code (I-Codes) and other resources to meet regional requirements, ensuring safety and efficiency across diverse construction projects.

Strategic Partnerships and Regional Impact: ICC contributes to the advancement of building safety, sustainability, and regulatory frameworks across the region through strategic collaborations with leading entities such as the Saudi Building Code National Committee (SBCNC), the Saudi Ministry of Municipal and Rural Affairs and Housing (MOMAH), and Oman’s Ministry of Housing and Urban Planning (MoHUP). As part of its commitment to the UAE, ICC participated in The Big 5 Global, Dubai’s premier construction trade event, where it showcased a comprehensive suite of solutions focusing on energy efficiency and sustainable construction. Additionally, ICC MENA’s contributions to Saudi Arabia’s Vision 2030, including its participation in key events like Cityscape Global, MEPIC, and the International Fire Operations Conference (IFOC), further underscore its dedication to supporting national growth priorities.

Driving Innovation in Construction: Pioneering advancements such as 3D concrete printing and offsite construction have been central to ICC MENA’s mission. By working closely with AHJs, ICC MENA has ensured these cutting-edge technologies meet rigorous safety standards and are seamlessly integrated into local practices.

Expansion of Testing, Inspection, and Certification (TIC): ICC MENA has significantly bolstered its Testing, Inspection, and Certification services, providing critical support for new and innovative building systems.

This has been instrumental in improving the regulatory framework, allowing for greater adoption of cutting-edge construction methods without compromising safety.

MENA Building Science Advisory Council: The establishment of this council has provided expert guidance tailored to the region’s construction challenges, enhancing ICC MENA’s ability to develop bespoke solutions for AHJs and stakeholders.

Commitment to Sustainability and Future-Ready Solutions

In alignment with the region’s vision for green growth and digital transformation, ICC MENA has consistently championed sustainable construction practices. By promoting the safe use of innovative materials and technologies, ICC MENA ensures that safety and environmental responsibility go hand in hand.

Looking ahead, ICC MENA remains dedicated to addressing the construction industry’s emerging challenges, including climate change, fire safety, and the digitalization of building processes. Through localized solutions and a forward-thinking approach, ICC MENA continues to drive progress, shaping a safer, more resilient, and sustainable built environment across the MENA region.
