Marwan bin Ghalita, Omar Bushahab, and Dr. Alawi to Lead Dubai’s Core Agencies
 

Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum has endorsed a series of strategic leadership appointments across Dubai’s municipal, real-estate, healthcare, and security sectors, as per the Dubai Media Office.

Eng. Marwan bin Ghalita was confirmed as Director General of Dubai Municipality, Omar Bushahab takes the helm of the Dubai Land Department and the Mohammed Bin Rashid Housing Establishment, and Mohammed Al Shehhi assumes the role of Acting CEO of the Housing Establishment.

In the healthcare sphere, Dr Alawi Alsheikh Ali was appointed Director General of the Dubai Health Authority, while Major Generals Harib Mohammed Al Shamsi and Ahmed Zaal Al Muhairi were named Deputy Commanders-in-Chief of Dubai Police for Criminal and Administrative Affairs respectively.

The appointments reflect Dubai’s commitment to sustainable urban development, quality of life enhancements, and institutional excellence.

Dubai Municipality Leadership

Eng. Marwan bin Ghalita, who had been serving in an interim capacity, was officially appointed Director General of Dubai Municipality. His confirmation underscores the municipality’s pivotal role in driving Dubai’s sustainable development agenda and bolstering public-service quality as part of the emirate’s wider vision to become the world’s foremost city for living, working, and visiting.

Key Priorities

  • Sustainability & Urban Services: As Director General, Eng. bin Ghalita will oversee environmental health and safety, city planning, and public facilities to support Dubai’s growth while preserving quality of life.

  • Digital Transformation: The Municipality is set to accelerate e-government initiatives and smart-city solutions that streamline services for residents and businesses.

Dubai Land Department & Housing Authority

Omar Bushahab was named Director General of the Dubai Land Department (DLD) and Chairman of the Board of the Mohammed Bin Rashid Housing Establishment. Concurrently, Mohammed Al Shehhi was appointed Acting CEO of the Housing Establishment, which plays a central role in providing affordable housing solutions and advancing the emirate’s Real Estate Strategy 2033.

Strategic Objectives

  • Land Registration & Transparency: Under Bushahab’s leadership, DLD will further enhance property-registration processes, digital title services, and investor confidence.

  • Housing Affordability: The Mohammed Bin Rashid Housing Establishment will continue its mission to deliver sustainable, community-focused residential projects aligned with Dubai Social Agenda 33.

Healthcare Sector Appointment

Dr Alawi Alsheikh Ali has been appointed Director General of the Dubai Health Authority (DHA), succeeding Awad Seghayer Al Ketbi, who was thanked for his contributions to enhancing the emirate’s healthcare services. Dr Alsheikh Ali will guide DHA’s efforts to implement Dubai’s healthcare-sector strategic vision, including expanding access and integrating advanced medical technologies.

Dubai Police Leadership Changes

In the security domain, Major General Harib Mohammed Al Shamsi was named Deputy Commander-in-Chief for Criminal Affairs, while Major General Ahmed Zaal Al Muhairi was appointed Deputy Commander-in-Chief for Administrative Affairs at Dubai Police. These appointments aim to strengthen operational oversight and administrative efficiency within the force.
