Key findings show strong belief in the benefits of digital transformation (efficiency, predictive maintenance, sustainability, asset lifecycle extension), but persistent barriers include budget constraints, client conservatism, regulatory gaps, workforce skills shortages, and legacy system integration challenges. Adoption is not merely a technological issue; it is shaped by organizational culture, client dynamics, leadership sponsorship, and national policy. The paper concludes with actionable recommendations for FM companies, policymakers, and technology providers, providing a roadmap for bridging the gap between innovation and implementation.

Facilities Management has evolved beyond its traditional focus on maintenance to become a strategic function that integrates people, processes, and technology to improve building performance, sustainability, and user experience. International definitions such as ISO 41011:2017 and IFMA emphasize FM as a discipline enhancing both organizational performance and the well-being of building users.

The GCC is at the forefront of ambitious infrastructure and smart city projects (e.g., NEOM, Qiddiya and Diriyah Gate in Saudi Arabia, Msheireb Downtown Doha and Lusail Plaza Towers in Qatar, and Burj Khalifa, Bee’ah Headquarters and Masdar City in the UAE). Procurement frameworks focused on lowest-cost bids, resistance to organizational change, and the absence of unified regulations limit widespread adoption.
