The Gulf Cooperation Council Countries are investing heavily in digital transformation across sectors, with facilities management identified as a key enabler of national visions such as Saudi Vision 2030, Qatar National Vision 2030, and the UAE Smart City initiatives.

While smart technologies such as IoT, AI, BIM, digital twins, robotics, and UAVs are widely recognized for their potential to revolutionize FM, adoption remains inconsistent. This white paper—based on extensive research including surveys of 145 FM professionals and interviews with 12 senior industry leaders—highlights the challenges, opportunities, and practical recommendations for accelerating technology adoption in GCC FM markets.

A Case Study of the GCC Market

Key findings show strong belief in the benefits of digital transformation (efficiency, predictive maintenance, sustainability, asset lifecycle extension), but persistent barriers include budget constraints, client conservatism, regulatory gaps, workforce skills shortages, and legacy system integration challenges. Adoption is not merely a technological issue; it is shaped by organizational culture, client dynamics, leadership sponsorship, and national policy. The paper concludes with actionable recommendations for FM companies, policymakers, and technology providers, providing a roadmap for bridging the gap between innovation and implementation.

Facilities Management has evolved beyond its traditional focus on maintenance to become a strategic function that integrates people, processes, and technology to improve building performance, sustainability, and user experience. International definitions such as ISO 41011:2017 and IFMA emphasize FM as a discipline enhancing both organizational performance and the well-being of building users.

The GCC is at the forefront of ambitious infrastructure and smart city projects (e.g., NEOM, Qiddiya and Diriyah Gate in Saudi Arabia, Msheireb Downtown Doha and Lusail Plaza Towers in Qatar, and Burj Khalifa, Bee’ah Headquarters and Masdar City in the UAE). Yet, despite this progress, adoption of smart FM technologies across the region remains uneven.

While flagship developments showcase advanced systems, many private and public-sector facilities continue to rely on manual, paper-based processes. Procurement frameworks focused on lowest-cost bids, resistance to organizational change, and the absence of unified regulations limit widespread adoption.

This white paper, derived from an in-depth academic study, explores the barriers and enablers to technology adoption in GCC FM and proposes strategies to accelerate digital transformation.
