Oman Building Codes: Strengthening the construction sector
 

 Please explain to our readers how the six building codes for the Sultanate are poised to enhance safety and sustainability in the construction sector.

The six volumes of the Oman Building Codes are being developed based on the 2021 and 2024 editions of the International Codes, adapted to meet the unique needs of Oman's built environment and align with the requirements of the Ministry of Housing and Urban Planning (MoHUP) and key stakeholders throughout Oman. The codes will provide a robust framework for ensuring that structures across Oman are designed and built to rigorous safety standards and embrace sustainable practices. From ensuring structural integrity and life safety to optimising energy efficiency, plumbing systems, historical preservation, and wastewater management, these codes will include technical provisions and reference proven standards essential for the creation of safe and resilient communities in Oman. Furthermore, through the integration of best practices and thought leadership, the codes will not only benchmark safety and sustainability standards but will also pave the way for the safe use of innovative building systems.

In addition to the codes themselves, comprehensive user guides, along with training programs and certification exams will be developed for each code. These resources will provide stakeholders with the necessary knowledge and skills to understand and implement codes effectively. The Sultanate of Oman has prioritised not only a robust regulatory framework, but also one that is supported by a well-trained workforce capable of facilitating the efficient and effective rollout of the codes.

What factors are contributing to the transformation and fast pace of growth in Oman’s construction industry?

In line with trends observed across the MENA region, particularly in the Gulf, stakeholders, including regulatory authorities, are increasingly focused on adopting safe, secure, and sustainable models that promote green living. Government initiatives and investments play a pivotal role in driving construction activities within the building sector. Oman's government has placed significant emphasis on infrastructure development and urban expansion as part of its long-term development strategy, aligning with Oman Vision 2040. This vision emphasises themes such as increased private sector contribution, attracting foreign direct investment, and enhancing regulations and enforcement across various sectors, including construction.

At the heart of Oman's construction industry transformation are collaborative initiatives involving government agencies, regulatory bodies, and industry stakeholders. These efforts are centered on modernising regulations and enforcing stringent building codes to promote transparency, accountability, and quality assurance within the sector. The International Code Council (ICC), a leading global authority on codes, standards, and building safety solutions, plays a pivotal role within this landscape as an international entity, leveraging its expertise, technology, and know-how to undertake strategic projects like the ongoing collaboration with MoHUP. 

Urbanisation and population growth trends in Oman are further fueling the demand for construction projects. As urban centers expand and attract more residents, there is a pressing need for residential, commercial, and industrial infrastructure to accommodate the growing population and meet residents' evolving needs. Oman’s growth plans, supported by infrastructure investment, are both well-considered and ambitious. The Sultanate is well-positioned to continue its trajectory of sustainable development and economic prosperity to meet its current and future needs.

What new benchmarks does ICC plan to develop in the sector and how will they align with standards in the region?

At ICC, we understand that achieving building safety is not a one-size-fits-all formula. The solutions we offer are designed to be tailored to the unique challenges and regulatory frameworks of the jurisdictions that use them. We have already worked with many jurisdictions in the MENA region, who have each utilised different aspects of ICC's expertise to address different challenges and priorities in their construction industries. We are excited to be working with MoHUP because we are leveraging the opportunity to develop a building code that is aligned with the codes used by many other countries in the Gulf region. This enables designers to work seamlessly throughout the region, fostering collaboration and harmonisation. It also creates a larger regional market for compliant building materials, enticing manufacturers of innovative, energy efficient, and sustainable products and systems to invest in the region and to provide superior services. Regional compatibility in building design also offers the opportunity to quickly mobilise competent assistance in the event of a disaster, which can be the difference between life and death. 

More than developing unique benchmarks for a region or jurisdiction, ICC serves as a trusted partner to help jurisdictions leverage our solutions to set their own benchmarks and pave the pathway for the sector to achieve them. For example, 3D printing, and offsite construction offer promising benefits but require standardized guidelines to address risks related to structural integrity and safety. The model codes published by ICC and ICC’s solutions, including standards and conformity assessment, provide regulators with the confidence they need to allow innovative solutions to be implemented safely.  This emphasis on capacity building initiatives underscores our commitment to empowering local stakeholders with the knowledge and skills needed to implement and enforce new benchmarks effectively. By collaborating with local authorities, stakeholders, and experts, we ensure our solutions not only meet regulatory requirements but also address emerging trends and sustainability goals.

At ICC, we are committed to offering solutions across the building safety ecosystem, and while our project undertaking with the MoHUP is still ongoing, it is anticipated that the outcomes will hold tremendous potential for the future of Oman's citizens and construction industry.
